Learning & Development Business Partner

As a Learning & Development Business Partner, you will play a key role in developing and motivating staff and have the overall responsibility for the Technical/Technical Management Learning Competencies (approximately 250 sessions per year). The functions include: Collecting, understanding, and analysing the technical/technical management training needs CERN-wide. Sourcing internal/external partners/training providers and ensuring implementation of training programmes (design, development and delivery). Responsible for the evolution of digital learning at CERN (coordinating the design and delivery of e-learning, focal point for digital partnerships). Evaluating and reporting on course content/training effectiveness by conducting feedback surveys, analysing data, and creating/presenting reports. Conducting a biennial ‘Departmental Learning Strategy’ (CERN-wide collection of learning needs) and reporting on needs and required actions. Responsible for the Training Centre and the related personnel. Coordinating and monitoring the relevant training budget. Keeping abreast of CERN’s scientific and technical challenges and liaising with CERN committees and experts. Contributing to the overall scope of the work of HR-LD (projects and policies). Supervising a team of four (contractors, staff, and a graduate). Communicating with internal stakeholders (CERN-wide learner community, Departmental Training Officers, CERN Learning Board) to present the portfolios and create engagement/motivation towards a culture of learning at CERN.

Qualifikationen und Fähigkeiten
Master's Degree or equivalent relevant experience in the field of HR/Learning and Development or a related field.
Demonstrated knowledge of Learning Management Systems.
Knowledge and experience of Oracle Fusion (or another HCM).
Experience in the areas of physics or engineering is an advantage.
Learning & Development: knowledge of development, coordination, and implementation of competency-based technical training solutions.
Employee performance management: supervision of personnel.
HR process design & development.
Use of office software packages.
Project management: combined with strong analytical skills and the ability to understand highly specialised technical fields.
Spoken and written English, with a commitment to learn French.
